Deputy Project Management Officer [Community Investment and Inclusion Fund (CIIF) - (Non-Civil Service)]
Job Description
To perform the following duties in relation to the Community Investment and Inclusion Fund Secretariat: (1) to assist the Project Management Officer in overseeing the operation of the Secretariat, including assessment and processing of proposals, payment control, monitoring of project progress and evaluating project outcomes; (2) to oversee the promotion and mainstreaming of social capital concepts and good practice models; (3) to help liaise with other Government bureaux/departments on the mainstreaming of the successful CIIF project models in their policies/services; (4) to liaise with and develop strategic partnerships with stakeholders in connection with the CIIF; (5) to provide secretariat support to the CIIF Committee and its Sub-committees; and (6) to perform any other duties as assigned by supervisors.

General Notes: (a) Non-civil service vacancies are not posts on the civil service establishment. Candidates appointed are not on civil service terms of appointment and conditions of service. Requirements
Candidate should have (a) a Hong Kong degree, or equivalent, preferably in the social sciences or humanities areas; (b) at least 8 years’ post-qualification full-time working experience in project management, management of social capital and/or community development projects, or operating funding schemes which provide grants to support projects of non-governmental organizations. Preference will be given to those with solid experience in staff, project and operational management [See Note (1)]; (c) Level 3 or above in English Language and Chinese Language in the HKCEE [See Note (2)], or equivalent. Proficiency in Putonghua would be an advantage; (d) good understanding of the accountability and performance expectations of a public office/ fund and sound knowledge of public affairs and social capital concept; (e) good communication (both written and spoken) and interpersonal skills, strong analytical ability and knowledge of evaluation and outcome measurement; (f) the ability to communicate effectively with internal and external stakeholders at senior level; (g) knowledge of computer software applications including MS Word and Excel, and use of computer in database management; and (h) preference will be given to those with knowledge of the operating processes of government, non-governmental organizations, public bodies, quasi-government bodies and/or the private sector.

(2) For non-civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in previous HKCEE are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the HKCEE of 2007 and thereafter.

Terms of Appointment: Successful candidate will be appointed on a 24-month non-civil service contract terms. The appointee is expected to assume duty in the fourth quarter of 2010.
Remuneration
Salary: $49,480 per month

Fringe Benefits: In addition to general holidays, maternity leave and sickness allowance, 14 days’ paid annual leave will be granted under a continuous contract of employment for every 12 months. An end-of-contract gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. This gratuity, if granted, plus the Government’s contributions to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
