Centre Manager, Civic Education Resource Centre - (Non-Civil Service)
Job Description
Centre Manager of the Civic Education Resource Centre (CERC) is responsible for (a) executing plans to promote and enhance the CERC as the focal point for civic education and youth development, including updating the exhibits and materials of the CERC and organising large-scale promotional activities; (b) drawing up schedules and updating programmes for group visits; (c) providing docent service to group visitors; and (d) overseeing the daily operation of the CERC, including liaising with maintenance contractors and the Architectural Services Department on installation/maintenance works in the CERC and deployment of staff to ensure smooth operation of the CERC.

General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise. (b) Non-civil service vacancies are not posts on the civil service establishment. Candidates appointed are not on civil service terms of appointment and conditions of service. Candidates appointed are not civil servants and will not be eligible for posting, promotion or transfer to any posts in the Civil Service. (c) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made. (d) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview. (e) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria. (f) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the enquiry address indicated.
Requirements
Candidates should (a) have a Hong Kong university degree, or equivalent; (b) have at least five years’ relevant experience in programme planning, centre management or teaching, two years of which at supervisory level, and preferably with experience in marketing and promotion; (c) have attained Level 3 or above in Chinese Language and English Language in Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: Grade C in Chinese Language and English Language (Syllabus B) in HKCEE before 2007 is accepted administratively as comparable to Level 3 in Chinese Language and English Language in the 2007 HKCEE and henceforth); (d) have sound knowledge and experience in using computer software for word processing, power point presentation, database and information management; (e) be mature, self-motivated, able to work independently and well-organised, and possess excellent interpersonal and communication skills; and (f) be willing to work outside normal working hours (the Centre Manager will be required to work shifts and on Saturdays/Sundays).

Terms of Appointment: The successful candidate will be appointed on non-civil service contract terms for one year. Renewal of contract will be subject to the service need of the Home Affairs Bureau and the candidate's performance.
Remuneration
Salary: $28,000 per month

Fringe Benefits: A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Ordinance (Cap. 485), will be equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
