Job Description
SP ENG MAR is primarily responsible for all aspects of marine engineering & technical management of Police fleet within the Marine Region. Main duties include:(a)setting & maintenance of engineering professional standards in Marine Police Fleet;(b)in conjunction with Force Training Officer, Marine, advise and assist in the compilation of marine engineering training syllabi, programs and examinations;(c)the serviceability of fire-fighting equipment and setting & maintaining standards of training & expertise in their use, & to advise Superintendent Sea Standards Marine (SP SS MAR) on safety procedures and aspect relating to main & ancillary machinery, systems & machinery spaces;(d)management of the Block Vote for Launch Alterations, Additions & Improvements (AA&I) including the processing of AA&I proposals, liaising with Government Dockyard (GD) and/or other authorities on their implementation, & controlling the commitment & expenditure;(e)to maintain a record of defect, maintenance & alteration work carried out on Police craft, & consequent downtime, & highlighting any significant trends or deficiencies for appropriate action;(f)to liaise with GD, drawing up schedules for routine maintenance, running & accident repairs of Police Fleet;(g)to establish liaison with relevant government departments & outside authorities on engineering, repairing, technical & professional matters, & to monitor all work carried out on Police craft;(h)to carry out sea trials of Police craft prior to & on completion of repairs and/or maintenance;(i)to assist as required on marine engineering aspects of, and in the acquisition process for, new Police craft & to provide specialist advice on the design of shore support & maintenance facilities at Marine Police bases; and(j)in conjunction with SP SS MAR and Superintendent Support Marine (SP SUP MAR), to monitor and evaluate new designs & equipment for possible use in Marine Region, & to test & accept into service of new equipment & launches.
Requirements
Candidates should have (a)(i) a degree in engineering or technology relevant to the work of a professional marine engineer; or a corporate membership of an engineer institution by examination acceptable to the Director of Marine; and a Certificate of Competency (Marine Engineer Officer) Class 1 issued by or acceptable to the Director of Marine; or (ii) a Certificate of Competency as Extra First Class Marine Engineer Officer acceptable to the Director of Marine; or (iii) a degree in Mechanical/Marine Engineering or equivalent; a corporate membership of an engineer institution acceptable to the Director of Marine; and a Certificate of Competency (Marine Engineer Officer) Class 2 issued by or acceptable to the Director of Marine; and (b)(i) for candidates having qualifications as stipulated in (a)(i) or (a)(ii) above, two years’ experience at the rank of 2nd engineer or above on sea-going ships or at equivalent responsible levels in the maritime engineering related industry; or (ii)for candidates having qualifications as stipulated in (a)(iii) above, four years’ experience at the rank of 2nd engineer or above on sea-going ships or at equivalent responsible levels in the maritime engineering related industry; and (c) be able to speak fluent Cantonese and English; and (d) possess at least Level 2 or above in Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE) or equivalent. Notes: Note (1) The information on the maximum pay point is for reference only and it may be subject to changes. Note (2) For civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in HKCEE previous to 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth. Note (3) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Candidates who are invited to attend the recruitment interview will be assessed on their BL knowledge through a written test to be conducted immediately after the recruitment interview. The BL test result will be one of the considerations to assess the suitability of a candidate. Note (4) With effect from 2010-04-01, applicants for police post will sit for the Psychometric Test before they attend the Final Interview Board.
Terms of Appointment: A new appointee will be appointed on a 3-year agreement prior to consideration for appointment on the prevailing permanent terms.
Remuneration
Salary: Police Pay Scale Point 49 ($77,325 per month) to Police Pay Scale Point 52 ($86,515 per month) Note 1 General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise. (b) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made. (c) Fringe benefits include paid leave, medical and dental benefits, and where appropriate, assistance in housing.
